Very confusing permit situation resulting in PCN (Harrow)

Hi All.
I live in a permit parking only area but there are 2 permits applicable for my road.

I received a PCN for having the wrong permit but the council CPZ is very confusing and from correspondence with the council, they haven't explained it well at all.

Essentially, when I applied for a permit I was given a "H2" permit. The bays outside my flat are all "M" permit which I cannot get according to the council. The only "H2" bays are in the car park down the road but the car park is very commonly full.

The council have said:

"We are unable to change your zone H2 permit to zone M. All addresses in controlled parking zones are grouped together for a particular zone, in your case zone H2. The Permits Team presently cannot change the zone letter and there is currently no plan to change this. All addresses in the housing estate are registered as zone H2 permits.

There are 2 locations you are able to park with a zone H2 permit. The first is of Cowen Avenue and the other is Brigade Close Car Park. This location is found of Grange Road."


When checking street view, every single bay is shown as M on the signs and I even received a PCN (which I reluctantly paid before I knew about this website).

What I don't understand is that I can't even purchase the M permit so I don't understand who they're for. A lot of my neighbours have M permits but don't know how when I've asked them.

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.
