PCN AND VRM combination not recognised Code 31

Hi,

I received a Penalty Charge Notice letter from council on KEW BRIDGE RD/ KEW RD/ CHISWICK HIGH RD.

We were taking a turn and appear in the picture to be stopping in a box junction. As it was over 2 weeks ago and my husband was driving, I cannot confirm nor deny whether we were actually “stopped”.

Contravention code: 31

“Entering & stopping in a box junction when prohibited”.

Have tried to attempt to pay/view the fine online as I don’t want to pay the full amount, however both the app and online says the PCN and VRM combination do not match.

“No match has been found against our records. Please check the details entered and try again.“

Have checked and attempted multiple times to no avail.

Is there any way around me not paying this?

Please post up the "letter" you mentioned. Instructions are in the READ THIS FIRST - **BEFORE POSTING YOUR CASE!** sticky post at the top of the forum.

Only redact your name & address where present, please leave everything else visible, in particular the car reg and the PCN number.

I managed to access first time.  Are you definitely typing the details in correctly?  E.g. using the digit '0' rather than letter 'O' in your vehicle registration?

Once you are able to access, you'll see that TFL don't make the video available online which it is critical to see before preparing your challenge.  You would need to call up to request this is posted to you on a DVD (and that they pause the clock on your case in the meantime).

One thing that occurs to me from the photographs is that the camera angle doesn't seem to show much detail beyond the end of the box where your vehicle stops (seems clear that it does as it is in the same position 5 seconds apart).  As such it might not be clear in the video whether you were forced to stop by stationary vehicles and/or if there was actually space to exit after all. 

That evidence would be crucial in order for TFL to adequately prove a contravention.
