For the benefit of other readers Paul has had a lucky escape (I am making the tribunal Appeal) in that the car is his wife's and he made the representations. Bexley could have ignored them but instead they sent the Notice of Rejection to his wife. Technically a procedural impropriety but the loading exemption is enough to go forward with in this case.
I help you pro bono (for free). I now ask that a £40 donation is made to the North London Hospice before I take over your case. I have an 85% success rate across 2,000 PCNs but some PCNs can't be beaten and I will tell you if your case looks hopeless before asking you to donate.

Last Wednesday, 14 Feb, I filed the skeleton argument with the tribunal and sent a copy to Bexley. It was 3 pages of careful argument pointing out the frailties of their case.

Yesterday, 19 Feb, they sent me an email saying theycouldn't discuss the case with me as I am not the registered keeper (my authority letter is on file!)

Today, 20 February, the tribunal phoned me to say that Bexley have changed their mind about the Appeal and PCN and have now cancelled it.

Hurrah. I now only have 7 cases at the tribunal on Thursday.

For future reference: The Bexley (Waiting and Loading Restriction) Traffic Order 2019

Bexley are a bit dense so they require me to specify that the following applies to the order: "LB Bexley data produced September 2019. This information is accurate at the date of the order only, restrictions on street often change and the information shown should not be taken as being the current restrictions on street."
I practice law in the Traffic Penalty Tribunal, London Tribunals, the First-tier tribunal for Scotland, and the Traffic Penalty Tribunal for Northern Ireland, but I am not a solicitor or a barrister. Notwithstanding this, I voluntarily apply the cab rank rule. I am a member of the Society of Professional McKenzie Friends, my membership number is FM193 and I abide by the SPMF service standards.
