Parking Charge Notice Harold Hill

I've just received a Parking Charge Notice for unpaid parking at the Harold Hill Community Centre. The freeholder of the land is the London Borough of Havering so can Civil Parking Office legally issue a penalty in this instance please?

Is this a Penalty Charge Notice or a Parking Charge Notice?

It's a Parking Charge Notice but I can't see how to add images using an Android device.

Sorry to say it, but not correct. A Parking Charge Notice is not a Penalty Charge Notice. Parking Charge Notices are private tickets served under different legislation, so the OP should request a monitor to move the thread to the private tickets forum.
