No, you have to wait for the Notice to Owner, submit your reps again, (updated with our advice), and then when rejected, you can register an appeal at the tribunal.

They send out these Fob-Off letters knowing that most people then just cough-up, and indeed >95% do so to get the discount and join the Mugged Club.

So, are you the owner holding the V5C Registration Certificate for the car, and is it up-to-date ? The NtO is sent to the name and address on the V5C.

Yes I am the owner of the car, I wasnt the driver on the day. I didnt know the council writes to you at your address too. Will that be at the lower payment still? I was going to reply to the council again but you advise to wait for the notice to owner, so will take your advice. Thankyou

and Tincombe I did explain that the post was not allowing me to add any attachments, and why I had to copy and paste. Why is it it will not allow attachments?

Who was driving "on the day" is irrelevant, the owner has legal responsibility for PCNs (payment or appeals).
