What are my chances of success :(
This seems like a simple error on the part of the council and they've had their money, so I see no reason why you shouldn't succeed. Ultimately if all else fails a complaint to the Local Government Ombudsman is your ultimate redress.
I practice law in the Traffic Penalty Tribunal, London Tribunals, the First-tier tribunal for Scotland, and the Traffic Penalty Tribunal for Northern Ireland, but I am not a solicitor or a barrister. @cp8759 I wrote as you suggested to appeals@ealing,and cc'd the head of parking, recieved an email from one of his staff.

This is her email to me:

"Thank you for your email.xxxxxxx has asked that I respond.

 

Having investigated the case I can advise you that our records show that a payment of £65 was received 30/05/2023. However due to a technical error the monies were not assigned to the case and therefore progressed to the Charge Certificate being sent.

 

The case has now been paid and updated accordingly. No further action is required by you."

Just like to thank you,and the others who advise selflessy on here,without asking for anything back. My faith in humanity is restored.

(But not in the effing local council)
