Thurrock Council PCN issued while I was unloading bulky items (mirrors and business equipment) for a new business opening in the mall right infront of me. Unloading was continuous and required multiple trips. I'm a 5'3 59kg female so takes a bit of time to unload large mirrors into a mall and return

Parking attendant says he observed for approx 9 minutes. I returned to the vehicle before the PCN was actually served. I have a photo showing him standing next to my vehicle with no PCN on the windscreen. The PCN was printed and then placed on there while I was present.

The PCN was left on the vehicle during heavy rain and is now largely illegible, including the PCN date and full contravention details.

At this stage I am asking:
• does returning before service strengthen the loading defence?
• is a 9 minute observation sufficient to rebut loading?
• how best to deploy the illegible PCN point?

I will upload redacted photos and the PCN once advised.

  Assuming you told the CEO what you were doing, yes, as he should have added it to his notes

• is a 9 minute observation sufficient to rebut loading?
  No. Loading is loading and includes every activity linked to that loading, but you will have to explain why you
  were away from the vehicle for 9 minutes. If they try to tell you loading is only what is done at the roadside,   
  then b3 aware that this is complete tosh
• how best to deploy the illegible PCN point?
  Probably not a winner, as it would have been readable when the CEO printed it off. If you were at the car before it   
  was served, how come it got wet ?

Yes i told him and he said i should appeal.
I got annoyed and left it on the car whilst finishing up my unloading, a bit silly as it started to rain right after

So your point about the PCN getting wet is entirely up to you.
