Hi,I’m from Manchester and was visiting family in London first time in the area, had to pick family member from barking station and was told to come through toward a car park on the left vicarage centre I think, soon as I got off roundabout I ended up going through this zone which was not very clear to the point there is no option to turn back which already gone through and realised I shouldn’t have my bad.

I’ve not had any correspondence from them until this came through the post and not sure what to do now so would really appreciate your expertise on the matter, I have seen a few other posts in regards to this area in Barking

You need to submit the form they have enclosed for making a statutory declaration. At the moment, all appeal options have gone until you do this, and get the matter reverted to the PCN stage. ONce that is done you can either submit reps to the council or pay-up.

You need to get the statutory declaration (form PE3) sworn at your local county court or magistrates' court (free of charge), or you can do this at any solicitor for a small (£10 / £15) charge.

Then scan it and email it to tec@justice.gov.uk with the PCN number in the subject line, don't send it in the post as that just adds a risk of postal problems which you don't have with email.

Once that's done keep an eye on the amount due on https://parkingpayments.lbbd.gov.uk/3sc/ and as soon as it's back down to £65, let us know and we'll help with making representations. You don't actually need to receive the physical PCN in the post, you only need to know that it's been issued (which is when the penalty drops back to £65) as you can make representations on the council website.
