Order for recovery of unpaid penalty charge

Hi, I received a windscreen ticket from West Northamptonshire council November 2025. I appealed this and spoke to the call centre team as had recently moved and received the postal element via redirection as DVLA notice of moving had happened in intervening period. On this call I was advised a new PCN would be issued to the correct address and should be appealed again.

Since then I have received no other correspondence beyond the rejection of my original appeal against the PCN issued to my old address.

Where do I stand?
What should be my next steps?

Show us what you have, leave in all dates but delete personal data.

I'm afraid that is not on your side here if you have an OfR.

Also pl confirm what you mean by 'and received the postal element via redirection as DVLA notice of moving had happened in intervening period. On this call I was advised a new PCN would be issued to the correct address and should be appealed again.'

Sequence of events:
1) Received windscreen ticket parking in a disabled bay with valid EU blue badge but without clock (visiting mother in law)
2) Appealed on basis valid blue badge, eventually rejected
3) Spoke to Northants customer services team to correct address as had recently moved and updated details with DVLA to ensure, as NTO sent to incorrect address.
4) Customer services agent advised me to ignore the NTO, a fresh one would be reissued and clock restarted for paying/appealing fine
5) No further correspondence from council

If I pay the fine does this close the matter?

If you pay the amount demanded on the OfR, then yes, the matter is closed, but you can submit a Statutory Declaration that you did not receive the NtO, and the matter will be reverted back to the NtO stage, which you can then pay. Cheaper than paying the OfR !!
