On Easter Monday I attended a football match in Blyth, it was just before kick off so I parked on a grass verge on Sandringham Drive as dozen's of others had done the same. I wasn't local and assumed this was the norm on a matchday. After the game all of us that had parked inside double yellow lines had been ticketed. I saw no signs and didn't realise, if it is, that parking inside of a double yellow line and thus causing no obstruction was an offence.

The wording on the PCN states "parked in a restricted street during prescribed hours" I didn't see any signs.

As you say, you are absolutely in this contravention because DYL apply 24/7 from the centre-line of the carriageway to the building line, including verges. You would be looking for a technical defence.

Are you the registered keeper with current DVLA details?

The PCN wording is compliant IMO.

But make reps before 19th April and they'll more likely than not re-offer the discount. IMO, all you've got at this point is a request for them to exercise discretion based upon your first post e.g. not familiar with the area, saw many other cars parked similarly when you parked and was misled by their actions when you should have paid more attention to the road markings. Terribly sorry, hasn't happened before/won't happen again etc...

See if others have views, but don't miss the deadline.
