I recently suspended a bay directly outside my house with Islington council, in order to allow unloading while carrying out some building work.
At the time I suspended it, I did not know which vehicles would be using the suspension, so did not include any vehicle registrations on the form.
On the day in question, I had my car parked in the suspended bay at the start of the day, and I was issued with a PCN with code 21: Parked wholly or partly in a suspended bay or space.
I have informally challenged this with Islington but they have responded to say:
Although I acknowledge that you may have initiated this suspension, it is important to note
that we anticipate drivers to ensure their vehicle registration marks (VRMs) are explicitly
documented within the suspension events, granting exemption from parking restrictions. In
the absence of such documentation, the driver lacks a valid exemption and must locate an
alternative parking spot. Therefore, as your VRM was not noted as an exempt vehicle on this
occasion, we would be looking at upholding this PCN.
I do not believe there were any issues with the signage etc (so have not included photos).
Does the council have the right to issue a PCN when I am the person who suspended the bay for my own use?
