@Emma Parsons the PCN should have been challenged within the original 28 day period, asking for the footage does not extend the representations period.

You are not entitled to have representations against a charge certificate considered, but TFL told you on 14 February that it might consider your representations if you provided evidence within 14 days of 14 February, that date has also come and gone with no action from you at all as far as TFL are aware.

In the circumstances you're on the hook for £240 but you're only risking a further £9 by not paying right now. I can only suggest you write to TFL as follows:

Dear Transport for London,

My representations were not made within the 28 day period following service of the PCN because I was trying to obtain a copy of the CCTV footage prior to making a representation. I made requests for the CCTV footage on 6 November 2023, 30 November 2023 and 8 December 2023. On 17 January 2024 following receipt of the charge certificate I made a further request for the CCTV footage which I had not received, and I was proceeding on the basis that the penalty would be kept on hold until I received the CCTV footage.

I finally received the footage on INSERT DATE when it was sent to me by registered post, if I had receive the footage when I first requested it in November last year the representations would have been made at the time.

In light of this I ask you to consider my representations even though they are out of time, as the footage was received late for reasons that are entirely outside of my control. Of course all these issues could be avoided if Transport for London allowed motorists to view the footage online, as most other authorities do, but again that it something wholly outside of my control.
