Hi all, need your help with this PCN that was issued on Friday.

Summary
I was visiting my parents with my husband and had parked outside their house. My husband remained in the passenger seat as he was on a work call and I went inside to use the laptop and login to activate a digital visitor permit. My husband had seen the CEO approach the vehicle typing in the reg and walk past. The CEO then returns a few minutes later with the ticket already printed and slaps it on the windscreen. My husband confronts the CEO and explains that I am inside trying to purchase a visitor permit but fell on deaf ears as it had already been issued. The PCN was issued/printed at 10:06 and I managed to purchase the permit at 10:10.

I feel this is grossly unfair, especially given the fact that I was trying to purchase a visitor permit from the outset. My husband was still in the vehicle and my parents front door was wide open. It was sneaky of the CEO to print the ticket away from the vehicle to avoid being challenged!

Time is always allowed to obtain any parking ticket, including a virtual visitor permit, so you should submit representations that your wife was inside the house obtaining a visitor permit. Make sure to include a printout of the permit.

Don't expect them to cancel straightaway. You are submitting an informal challenge, and councils ruthlessly game the system by refusing virtually all informal reps, knowing that if they do, most people then just cough up, not wanting to risk the full penalty at adjudication.

@sc2509 I see the PCN is at £65.00 which suggests you challenged it and the council issued one of their standard fob-off letters?

In which case please show us what you sent, and the council's response.

So i received a rejection letter by email on 19th April, following my informal challenge on 21st March:




I had my laptop stolen so don't have a copy of the challenge that I made, would I be able to request this from the Council?

But I basically made the points above, and provided a copy of the permit receipt. Still waiting for the NTO to come through the post.

What tosh they write ! What on earth are you supposed to do when arriving at a house in the zone with no permit, other than obtain a visitor permit. As I said before, time is allowed to obtain parking tickets, visitor permits, discs for disc zone parking, etc. I would have no hesitation in taking this to adjudication, as clearly their staff don't even know the law they purport to enforce.
