YBJ PCN on Cranbrook Rd, Ilford

Hi all,

My father got a PCN going into a YBJ and wanted to see if there was an opportunity to see if there is any aspect of the ticket that I can appeal.

He told me that as he was driving into the space, he gave way to the taxi in front (a taxi) that went before him into a space, and then he felt trapped, even though he could have reversed back.

Is he bang to rights on this?

Unfortunately, their video shows, (0.03)  that before your father entered the YBJ, the taxi had already moved forward to turn left. Your father therefore moved into the box without the space to exit, which the taxi had taken. Basically, he should have waited outside the box until the taxi had completed its manoevre. This would then have shown his exit was blocked.  Yes, I know decisions have to be made in split-seconds, but that's motoring, I'm afraid.

This may not be the end of the story, because there could be a 'technical' appeal based on council mismanagement of the enforcement process, so wait a bit to see if any such appeal argument is suggested. However, don't miss the deadlines stated in the PCN, (discount period, and period to pay or appeal)

Dear Redbridge Parking Services,

I am writing to formally appeal against the Penalty Charge Notice issued to me for entering a yellow box junction at [Location] on [Date].

I would like to sincerely apologise for this mistake. I am 80 years old and registered as a Blue Badge holder due to ongoing health and mobility issues. On the day in question, I was doing my best to navigate through a busy junction, and it was not my intention to stop within the yellow box. Unfortunately, the traffic conditions changed unexpectedly, and I found myself briefly stationary within the markings.

I fully understand the rules around yellow box junctions and deeply regret the error. I try very hard to drive carefully and responsibly, especially given my age and physical condition. I believe this was a genuine mistake made under pressure, and not a deliberate disregard for the regulations.

I would also like to mention that I am on a limited pension and genuinely cannot afford to pay the charge without significant hardship. I am simply trying to remain independent and manage essential travel as best as I can.

Given the circumstances – including my age, disability status, and the unintentional nature of the incident – I respectfully ask that you consider exercising discretion and cancelling this PCN.

Thank you for your time and understanding. I would be very grateful for your compassion in this matter.

Yes, I would send it, but don't be hopeful of a good result. The hardest hearts in Great Britain are found in council parking and traffic enforcement departments. Why ? Because the council keep all the penalty money paid to them. Hardly an unbiased system, is it ?

Post their response here when you get it. I do hope they give way, as I, myself, will be 79 in July !

Wow - amazing, you must be doing something right!

I'll keep you all posted - I'm not holding my breath either...

It's funny though, My dad got help from Ivan in this forum regarding another ticket that we won and then also asked for expenses. We didn't hear back from the council, so going to the ombudsman.

Maybe we can offset the expenses from this ticket - looooool

So the council rejected the appeal, as expected.

In your opinion(s), have there been any mistakes in the letter they have sent?

Or is it best to pay the £80 now?

You might be able to argue the location started on the PCN is far too vague.  Cranbrook Road is about 2.5 miles long with at least 3 box junctions along it. The recipient ought to be able to tell from from PCN the particulars of the offence they are being penalised for.
