Manchester, code 01 for parking on dropped kerb

I parked on a dropped kerb which also has a H-bar on it. However, there is no driveway or vehicle access for this dropped kerb. Basically I wasn't blocking anyone from entering or exiting, nor is it a pedestrian crossing. However, come to think of it, it may be there for disabled access.

I saw the officer taking photos of my car and so I ran up to him but at that point he told me the PCN has already been issued and cannot be reversed.

The offence noted on the PCN says "Parked in a restricted street during prescribed hours". To me that doesn't quite sound like it accurately describes the alleged offence. The only restrictions on this road are "Parking 3 hours & no return within 3 hours".

Also, only two pictures were taken of my car - both of the front of the car.

Is this PCN challengeable at all - possibly due to incorrect contravention code?

The contravention is nothing to do with a dropped kerb - it's for waiting on a yellow line, except the picture doesn't show this. The only other council pic is a close up of the windscreen.

From your Maps links it seems there is no yellow line behind the car?

If so the contravention did not occur.

You are clear of the DYLs in front of your car, and there is a bay behind your car. The white "H" bar line has no legal significance at all in terms of parking, so the PCN is a try-on. Basically, councils cannot serve on-street PCNs for "obstruction", only police constables can do that. The council are relying here on the fact that >95% of people just cough-up when they get a PCN.

The H-bar line is probably there for church purposes. You'd have to look at the traffic order to see how this is defined. It has been there since 2008 according to GSV.

So why did you park there when clearly it does serve some sort of purpose, or it wouldn't have been painted there ?

I thought the fact that I wasn't blocking anyone would mean it's OK for me to park there. I have parked there before with no issues. I just park there to grab some food from a nearby takeaway and I'm usually on my way within 15-20 minutes.

In all honesty I did not notice the dropped kerb - only the H-bar - which I was under the impression is considered an offence to park on but generally not enforced by parking attendants.

So submit reps on the basis that there was no sign for the white line giving its restrictions, because you made sure to park outside the double yellow lines nearby.

Just challenge saying the contravention did not occur as you were not parked on any yellow lines.

In London and Scotland and some other places now I think you would have been done for footway parking. To be done for a lowered footway you would have needed to be on the carriageway adjacent to a fully lowered part of the footway.
