Need help with PCN for making U turn where prohobited

Hi Everyone ,

Unfortunately I have received a PCN from Harrow council for contravention 50U

BK22LWV

I have re-visited area and have managed to get some picture .

I had followed road marking at first and then realized other vehicles were going through on the road where i wanted to go so went along the road at first according to road sign and came back to go on to the road i intended to go and in that i had made a U-turn which did not turn out to be a good decision .

On a honest note i had missed that first sign and made a turn .

Can you guide me on what grounds can this be appeal and do i have any chance to get this cancelled ??

https://www.harrow.gov.uk/parking-permits is the link where council has posted a photos but not a video and i did not leave that road .

Mainly i from my side i can only see that we can make an argument on road marking only but i could be wrong as you guys obviously know more rules than me .

The newly installed 'No U-Turn Sign' at the junction with Clarence Road is supported by a plate bearing the wording; '150 yards' only and omits to indicate whether it has the meaning of 'for the next 150 yards from the position of the sign' or 'in 150 yards following the position of the sign'.

dose this argument will be valid at this stage as i have been trying to find all over The Traffic Signs Regulations and General Directions 2002 and other places but can not find any rules around no U turn sign , where it should be erected or dose it has to some yards  before the road where U turn is prohibited to warn drivers

Please if possible share your valuable input/advise as today is the last day of making  a representation ..

Plus i found this on Pepipoo

"The have messed up the period for making representations, the regulations require it be date of service of the notice."

Does this apply to my PCN ???

Sign 614 and notes

Sign 614 marks the beginning of the restriction.
It would appear that the plate below the sign may bear the distance the restriction is in force,
followed by one bearing a plate 'END' at the end of the restriction.

Thank you for your prompt reply and i have now checked PCN on council website to check that which dose state under no U -turn sign FOR 150 yards.

Have you got the video?

Without seeing the video it is very difficult to advise.
You can make reps online before midnight and they should re-offer the discount when rejecting.

You could try something along the lines of

Without sight of the video it is very difficult for the registered keeper to know if the driver committed the offence alleged in this PCN. PLease supply a copy of the video and place the discount on hold until I have had the opportunity to see it. Thank you.

BUT do NOT send this without an expert (I'm not one) chipping in.

Thank you for chipping in and giving your time and helpful advise .As you have rightly mentioned i have till mid-night so will wait for some time for any of the expert to give their opinion on what grounds i can appeal on .

Personally I still believe road marking is clearly inadequate/not clear

The two images you've posted above appear to show the opposite direction from the one you were travelling in, so I'm not sure of their relevance?

Thank you for your input As suggested by John U.K i have appealed against a PCN and bought us some time .

I have checked on the linked provided but footage hasn't been uploaded yet

and yes you are right those images are from not the direction i was travelling in but i had traveled through in that  direction as i wanted to go straight from there but due to that road marking i did not go straight and went along that road and soon  after i noticed other drivers were going straight from the road with road marking instead of following right hence  i came back from opposite direction and then made that turn to go through where i intended to go in first place  .

Hope i am not making it too complicated .
