Hello everyone,

I’d really appreciate some advice on how to handle several TfL Penalty Charge Notices that have now escalated to around £1,125 and been passed to bailiffs.

The original offences were for “Failing to drive in the direction shown by the arrow on a blue sign”. I remember the junction and genuinely believe I was following the flow of traffic at the time, but right now my main concern is getting the bailiffs stopped and the fines reset so I can deal with this properly.

Background:

These are multiple TfL PCNs.

I didn’t receive the earlier notices because I was seriously unwell and being looked after away from my home address for an extended period.

I have medical documentation that confirms my illness and the period of care.

I only became aware of the fines recently, once they had escalated to enforcement stage.

I’m now struggling financially and simply can’t afford the total being demanded.

Current situation:

I have received letters from bailiffs/enforcement agents regarding these PCNs.

I haven’t yet filed any forms with the Traffic Enforcement Centre (TEC) but I believe I may need to submit TE7 (Out of Time) and TE9 (Statutory Declaration) forms.

What I’d like advice on:

How to correctly complete the TE7/TE9 forms to explain that I was unwell and away from home.

What evidence or documents to attach (e.g., medical letters, care confirmation, etc.).

Whether the bailiffs are required to pause enforcement once the Out of Time application is submitted.

Any template or example wording that would help make my case as strong as possible.

I can upload redacted copies of the PCNs, bailiff letters, and medical notes if that helps.

Im trying to post most recent letters I can find but the website has bugged and is not giving the option. I will keep looking for a workaround — I’ve also emailed CDER Group asking for the latest updates and will post it here once I receive their reply.

Here is the most recent docs I can find. Will be uploading my doctors proof and most up to date letters once I have them.

Please give us a timeline listing each PCN by date of alleged contravention:

PCNnumber 1234567 (date of offence) (Date of PCN) (Dates of each subsequent notice)
PCNumber 10111212 .... and so on.

I want to correct previous information I put forward. Its 3 fines.

1 is from Southwark
2 is from Harringey
3 is from TFL

Dates include June 08 2024- Southwark
08/06/2024 Harringey
01/03/2025 TFL

Here are the most updated letters I have been sent.

I am assuming I will have to fill out a statutory declaration for each of them.

The TFL one the bailiff says they attended your address as that has the £235 visit fee added and it's dated July this year. The other two are enforcement notices dated June and July.

Has nothing else happened at the address since then? What about your car?

I would go to Bailiff Advice for this - there's no way you can do SDs yourself without help and your circumstances are probably best kept private.

+1. And pl get your info prepared before you do. Your correspondence trail is undecipherable here because you keep deleting PCN numbers.

I was getting help from a friend who said to cover my PCN numbers.
I can resend over with PCN exposed if that helps.

So SD's are not the direction to go?
