Author Topic: Moving Traffic Contravention PCN - Liverpool City Council - Lime Street, Liverpool City Centre  (Read 354 times)

Hi,

I have received a PCN on 5th April for an alleged moving traffic contravention on 21st March at 22.15 when collecting my daughter from a theatre show. I drove down Lime St to drop my missus off at the venue so she could meet my daughter when she came outside. The drop off only took about 10 seconds and I went to park up elsewhere out of the way but I wasn't aware at the time I couldn't enter Lime street to drop my missus off outside. You used to be able to drive down there but they have done a lot of road works and changes in the past few years. I simply didn't notice any signs telling me otherwise. They have provided pictures and video evidence which I have attached along with the front and back of the PCN.

Do I have any grounds to appeal this do you think?

Earlier GSV views, (2022) show no signs, so the scheme would seem to have been implemented some time in 2023

However, the signs permit access to premises. Whether you dropping off your daughter at the thatre counts as "Access" I can't say, so suggest you submit reps on what you were doing in Lime Street.  I would have thought the restriction is there to avoid it being used as a through route.

I was travelling from commutation row onto lime street. I think the video shows me indicating to pull over outside the theatre to let my missus out of the car to wait for my daughter, I then moved onto somewhere else to wait for them.


OK, so don't cough-up straightaway, but submit some representations based on your narrative here, explaining that you required access to the theatre entrance to alight a passenger outside the theatre. "Access" is not very closely defined, but basically has been taken to mean "needing access to premises along the restricted street". Of course then one has to define "need" !!
