Merton Council

Location - Parkside SW19 opposite lp043

Didn't have the parking app, machine was not working. The area has very bad internet, I went to a pub to download the app. I downloaded the app and paid the 1 hour parking I wanted to do.

Have appealed (I know, I know) and used the reasons above for the appeal. I was told that it is not a good excuse and I the payment I made was in the wrong location anyway (Paid in Wimbledon High St rather than Park Side)

Main thing you'll struggle on is wrong location code, you might have got a cancellation if it was just a delay in paying because the rule is that time is allowed to make payment. It is tosh that there is a legal maximum; there isn't ! It just has to be reasonable in the circumstances.

Actually Merton would have cancelled for the location code. It's the 9 minute gap in paying that's the issue. Did the machine not take cash or card - the problem is leaving the car without paying.
But they should cancel if Ringgo is the only method and was unavailable at that location but it's unusual these days not to have a signal in urban areas.
