I’ve just received a PCN for failing to comply with a restriction on vehicles entering a pedestrian zone. This must be fairly new as I’ve used the road previously with no issues. I have been advised that the letter can be contested because it says, ‘ The Penalty Charge of £160 must be paid before the end of the period of 28 days beginning with the date of this Notice’. Where it should say ‘beginning with the date of service’, which means the date that it was received. Is this correct and if so what do I do next? Thanks

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.
