I have an ongoing PCN from Merseyflow. The original PCN was not received so I submitted a statutory declaration to the court which has now reverted things back to the PCN stage.

I was originally sure we didn't cross the bridge, however based on the evidence and the time that's passed I can't be sure so I think my memory is probably at fault. I certainly don't have any corroborating evidence and the photo in the PCN is correct. I'm minded to pay the £22 offered, unless anyone can see a procedural error I can take advantage of?

I think that if it were me, I'd pay the £22, because if the car looks like your car, and the number plate is correct, and there have been no other PCNs from anywhere else to indicate a cloned plate, then it is your car.

If it is a cloned car, normally the owner of the original can can pinpoint minor differences in in the vehicle, whether it's the bumper shape, trim or whatever else. You could contact them and ask them to email you the orignal full-size image so that you can check more thoroughly.

On the other hand I can't see anything obviously wrong with the PCN, and £22 must be the cheapest PCN in the country. In London the minimum charge for some PCNs is £90 with the discount, and they go up to £180 after 14 days.
