You are clear of the DYLs in front of your car, and there is a bay behind your car. The white "H" bar line has no legal significance at all in terms of parking, so the PCN is a try-on. Basically, councils cannot serve on-street PCNs for "obstruction", only police constables can do that. The council are relying here on the fact that >95% of people just cough-up when they get a PCN.
The H-bar line is probably there for church purposes. You'd have to look at the traffic order to see how this is defined. It has been there since 2008 according to GSV.
So why did you park there when clearly it does serve some sort of purpose, or it wouldn't have been painted there ?
