I paid for parking and I bought the parking ticket on an app.

On 12/12/2024 my vehicle was issued with the PCN for the following reason: 12R

Upon parking and exiting my vehicle I spoke to an enforcement officer. I asked if I could park there. he confirmed I could if I paid using the details on the sign that directed me to RingoGo and confirmed what the app told me, that the east side of the road was a permitted place to park.

I challenged this  because I paid for parking using RingGo app at 18:01 for three hours, until 21:01, at location 52867. I checked the RingGo app location map, which showed a "P" sign on the east side of the road where I was parked. This means I'm was not in contravention of residents' parking rules as I paid for parking in a valid area.

When originally contesting the ticket, I provided evidence of paying for my parking and a screenshot of the map from RingGo. Richmond addressed neither of these points in rejecting my case, only casting doubt on me having spoken to an enforcement officer.

Should I make representation on the same grounds?

I spoke to an officer who told me what to do and I followed their advice and was issued with a PCN
I paid for parking using RingGo and the app clearly shows the parking location on the east of te road, where I was parked and where Richmond say I shouldn't have.

Are there other arguments or wording I should use in my representation to Richmond?

My original submission to Richmond Council:

I parked, got out of the car and spoke to the traffic enforcement officer and asked if I could park there. He said yes, if I paid using Ringo and the code on the sign opposite. I paid for three hours of parking on Ringo at 18:01.
The officer did not say it was only possible to park on one side.
The Ringo app marks this parking location on the eastern side of the road, as per the attached.
Given that the enforcement officer present, told me that I could park there if I paid via Ringo and that the app shows the location exactly where I parked, this ticket should be rescinded.
I spoke to the officer at 18:00.

You parked in a permit bay - nothing to do with the pay bay opposite.

Was it an event day?

I did park in a permit bay. I was told by the enforcement officer incorrectly that I could use the Ringo app to pay to park there. I checked the location on the Ringo app which showed the P on the side of the road I was parked and thought it was fine.

Being directed by a CEO is a point but I'd be surprised if there wasn't miscommunication.

Event day?

And did you challenge and if so where is it and their rejection?

If you parked on the houses side, it is resident parking only as per this sign: -

Signs on the opposite side of a road apply only to the side the sign is located, never to the opposite side as well.  The CEO told you a load of boll***s.
So if you consider you have been badly treated, you have the absolute right in law to take the council to an adjudication at London Tribunals. First, however, you have to submit representations against the Notice to Owner,  and you need to make sure you describe the conversation between you and the CEO in them, also pointing out the anomalies found on the RingGo map. The downside is this means foregoing the discount option. It's this or cough-up

I will respond to Richmond and make a representation based on the CEO conversation and the confusing information in the Ringo app. The discount period has already expired in any case.

Where's the rejection of your informal reps?

Why would you ask a CEO whether you could park in what is clearly marked as a permit holder's only bay on payment. IMO, this would stretch an adjudicator too far.

IMO, you need to change focus. The council's case is that the day was an 'event day', otherwise the restriction did not apply. So, what's a 7-week 'event day'?

+1 - the same questions I had.
The event day signage is most unusual as it either spans all days in a long range or event days only occur in this range. And adjudicators are getting wise to the fact that CPZ entry signs do not control parking bays.

Good point, the "event day" signs didn't specify which days the events were on or what they were. I think that can create an argument about "confusing" signs. I entered from Priory Road and there are no signs there as you enter Kew Green that there are event day restrictions.
