London Borough of Richmond PCN parking at Barnes station
« on: »
Hi, I would love the wisdom of the community here.
I have a Barnes B1 residents permit and understood from the signage at Barnes station that I could park there with just this permit, i.e. without paying individually for a parking session, but I got a PCN yesterday.
Should I appeal?
Thanks

@acl the CPZ sign has a no waiting symbol and relates to the restricted hours on single yellow lines, it has nothing to do with parking bays. The bay you were parked in is governed by the bay sign, so on the fact of it the contravention is made out.

However as per the guidance please give us the PCN number and the number plate, and a link to the exact spot on Google Street View, so that we can check the traffic order.

The location on google maps was last photographed in 2019, at which point there were no parking restrictions.

@acl I still need the GSV location to cross-reference the road markings to the traffic order (which I have now requested).

In the meantime here are the CEO notes and photos:

@acl when posting google street view links please post the short version as explained here.

The 14 day discount period expires at midnight on Tuesday, so I would recommend you make an informal representation explaining that you misunderstood the signs, here's a draft:

Dear London Borough of Richmond Upon Thames,

I'm afraid to say I misunderstood the signage at this location, at the time of parking I was labouring under the misapprehension that my B1 parking permit allowed me to park in this bay. I now understand that this is not the case and the regulatory sign for the bay takes precedence. I would hope that you would agree to waive the penalty for a local resident who made a genuine mistake on this occasion.

Yours faithfully,

To update on what happened:
I received an email saying that my appeal was not successful just as I went on holiday, so I paid the £30 charge to avoid any further hassle.
Many thanks for the kind advice in any case.
