LBR PCN - Parked without payment

Strange one. Displayed ticket on vehicle. Seems like the Officer didn't visibly see the ticket but it part of it does show in officer's picture. The officer would have seen this clearly when applying the PCN on the car.

After PCN was applied the officer was hanging around and was shown the displayed ticket but decided to walk off.

Appealed rejected by council.

This should be easy: the allegation is "Parked without payment of the parking charge" and I can see why the CEO issued the PCN:











I have seen the pay and display ticket you've PM'ed me so this should be an easy appeal, I'll drop you a PM about taking this to the tribunal.
