Liverpool - code 27 parked adjacent to a dropped footway

Hi all

I have received a pcn for parking across a dropped footway. Any advice would be very much appreciated. I've parked here many times without issue and I've  seen many others parked here. I don't think it's a pedestrian crossing, it looks like the kerb is dropped for access to the electrical station or whatever that is behind the railings, although I'm not blocking the actual gate itself. However, I could be wrong on both points.  I've left this very very late as I was going to just pay but thought I'd post just in case I do have a shot at opposing it. Pic of pcn below.

Looks ridiculous - it looks like a permanent fence where you were and they protected the gate with double yellows.

Exactly! I need to submit informal reps today to be within the 14 days so I'll send something now. I know they will likely reject it so hopefully someone can help me when it gets to formal reps etc.
