Hippocrates may come up with a 'technical' appeal that has no relation to the actual contravention, which the video shows clearly.
You could submit reps on the basis of 'De Minimis' (non curat lex), but 3 minutes may not win it. Turning round and exiting won't persuade the council to cancel the PCN, they want your money, nothing else counts with them.
If you go to London Tribunals, the full PCN penalty will be in play. For a de minimis appeal, a lot depends on the adjudicator you get 'on the day'. Sorry not to be more cheerful, but when you know that London Councils and TfL between them get around £650 million from PCN penalties each year, you can see they are never unbiased when considering representations.
