CONTRAVENTION 53J - Failing to comply with a restriction on vehicles entering a pedestrian zone (Camera enforcement)

Hi all,

I have received this PCN from Lewisham Borough for driving in a restricted zone. I evidently did, but I certainly didn't realise at the time.

"Failing to comply with a restriction on vehicles entering a pedestrian zone (Camera enforcement)"

My question is: can I appeal this on the grounds that the photos attached are unclear? The first picture is incredibly dark black and white. It does show my car but none of the surroundings are clear. The second photo only shows some of the car and shows absolutely no identifier of it being mine (no reg visible). It also doesn't show the car having crossed past the sign for the pedestrian zone, just approaching it. In my mind, this is not evidence of any contravention.

Am I right, or shall I just pay it?

Well, fair enough, that settles that! I didn't realise they took videos, thought it was just still shots.

The video shows you "in flagrante delicto", but the real question is why did you drive past the sign in the first place ?  The sign is very high-up in the air, and I think this is very poor placement, when driver attention needs to be on his surroundings at ground level. Quite why the council see the need to place the sign so high up is beyond me. This aspect needs investigation such as can one actually read the text and times on the sign when approaching ? However, this would inevitably require you to forego the discount and take them all the way to London Tribunals
