Hi All,

Firstly I would like to thank you for the advice I am going to receive.

I have a lease car and was sent a copy of a PCN in the lease companies name (from the lease company) on Jan 10th 2025. Having received PCN's in the past, I'm aware the lease company gave my information to Redbridge and I was expecting a PCN to be reissued in my name.

I did not receive the new PCN in my name, however I was issued a charge certificate addressed to me instead. This is the first time I have not received a reissued PCN from Redbridge.



The offence occurred whilst turning into Rutland road from Cleveland Road, Ilford

There is a new pedestrian zone and I simply switched off, it's a route i'd taken several 100 times before it became the pedestrian zone. I have posted the sign on Cleveland road below.



I am not disputing the offence, I just need advice on the next steps please.
Is it worth emailing Redbridge and asking them to reset the fine to allow me to pay at a discount?

It might be worth contacting Redbridge about the missing PCN, and aks they cancel the CC and send you a copy of the PCN.

Your backstop if this fails, is to wait for the Order for Recovery, (adds £10 to the CC amount), and then submit a Statutory Declaration to the Traffic Enforcement Centre, that you didn't receive the PCN. TEC will cancel the OfR, and CC, and revert the matter to the PCN stage, (the council must send you a copy), that you can then pay or submit representations.

PS: Why are you prepared to fold without submitting any reps ? These new restrictions may not be as well signed as you think.

I received an email from Redbridge confirming that my PCN has been reverted to the discount stage. The advice given on this forum was excellent, and armed with that knowledge, I was able to achieve this outcome.

Some have asked why I didn’t appeal the PCN. While I’ve successfully appealed several PCNs in the past, in this case, the signage leading to the school and pedestrian area is clear—repeated twice on approach and again at the road entry.

It was simply a lapse in concentration on my part, and I’m happy to take responsibility for the contravention.
