Driver was attempting to follow tourist road signage to Marriott Hotel - (access via Mill Lane). Believed to be compliant. Turning left off A4160 onto Bute Street, then right around Callaghan Sq, and onto Mill Lane where hotel access is permitted?

There is another related post where the alleged contravention is different but the circumstances remain the same - attempting to reach the hotel via the tourist road signage.

From what I gather this is one of Cardiff's most notorious spots so this will hopefully be of use to future posters.

Likewise the separate PCN in my other post. Both incidents appear to have taken place within the same minute!

As far as I can tell from cross-referencing the video with the road signs, the sign says 'except for access' - which means access to Mill Lane and the Marriott Hotel?

"except for access" means that a motorist requiring access to premises that lie on the restricted street is exempt from the restriction. As the Marriott Hotel is located on the restricted street, you have access exemption as the sign here says : -

I find it quite astonishing that Cardiff continue to get away with this, because it means every single motorist staying at the Marriott and parking his car there gets a PCN which then must be challenged. Quite wicked in my opinion. But of course, we all know councils are part of the "Don't give a damn" club that is now ruining this country.

You now need to submit informal representations that you were staying at the Marriott Hotel and came by car. The sign you passed gives exemption for hotel visitors at the entrance to Mill Street. Include a copy of your hotel booking, (obviously)

Sorry, but the video shows you driving along a different street. It is not Mill Lane, but Custom House Street. I initially thought the PCN was for Mill St.

Having now looked around, it seems the only unrestricted approach to Mill Lane is northbound on St Mary's St from Callaghan Square.

GSV being out-of-date makes it very difficult to give solid advice. Coming south on St Mary's St, shows a No Left Turn into Mill St

The council have made it almost impossible to drive to the Marriott without getting a PCN !!

Then at the top, having passed under the railway bridge, you then come to a set of traffic lights that allow you to turn right into Mill St.

the sign is shown as far back as 2012 in GSV.
 
Custom House St has been buses only from that sign for some years, but in the other direction, one could go along it for access. However, this means "access to premises on Custom House St, not to gain access to the next junction.

Both this forum and the now-defunct Pepipoo have seen what chaos Cardiff council have created, and one has to wonder if it's just a cash-generation exercise.  I would certainly complain to the Marriot management about the totally inadequate instructions on how to access their hotel.
There is no other approach one can take to get to the Marriott. If coming from the west along Penarth Road and turn left to keep on it, you cannot go under the railway bridges, to get to St Mary Street as No Entry signs bar your way

The bottom line, is that there is only ONE possible approach to Mill St and the Marriott. How Cardiff council think strangers to their city can possible work out how to get to their hotel, I don't know.But of course they are also in the "DGD Club", (DGD ? - Don't Give a Damn)
