You need to make the document public.

Or what is VRM and PCN number.

This is a very common location and appeals can be won but we need to see the video and also Hippo's request.

1. The contravention did not occur.
2. A motorist is entitled to know exactly when to pay and when. There is a clear disconnect between the website and the law.

In light of the above please cancel the PCN.

Hi, i have drafted a represenation. Please have a look at this and shall i add above your point or just your piint will be ok?
🙏
I make representations on the ground that the alleged contravention did not occur.
The CCTV shows that my vehicle (FV71 RVN) was the third vehicle in a sequence already proceeding into the narrowed section of carriageway. Two vehicles ahead had already committed to the manoeuvre. By the time my vehicle followed, it was not reasonably possible to stop or reverse safely without causing obstruction.
Priority at this location is conveyed by signage for each direction of travel. The CCTV does not demonstrate that, at the point my vehicle became committed, the oncoming vehicle had reached and was exercising its priority in a manner that allowed a safe opportunity for my vehicle to yield. My vehicle was already clearing the narrowed section by the time the oncoming vehicle reached the point where priority would be relied upon.
Even if it is suggested that the oncoming silver vehicle paused briefly, the footage does not establish that this pause was forced by my vehicle or that it amounted to a material impediment. The oncoming vehicle proceeds through without emergency braking or being required to wait for my vehicle to clear the restriction. Any brief hesitation appears consistent with anticipatory caution in a narrow carriageway rather than enforced priority.
While the CCTV shows the approach, it does not demonstrate a realistic decision point at which my vehicle could have safely given way once the movement of vehicles ahead had already committed traffic into the narrowing. In these circumstances, the authority has not discharged its burden of proving that a failure to give way occurred.
For these reasons, I respectfully request that the Penalty Charge Notice be cancelled.

Thank you

Add the website point.

Hi, i will add website point at the end. Please have a look and advice if its ok to send, thank you

"Additionally, I note that the information provided on the council’s online portal indicates that the penalty charge will increase on 23 January 2026, and that representations remain available. This differs from the strict 28-day period stated on the PCN. A motorist is entitled to clear and consistent information as to their obligations and time limits, and I relied on the council’s published information when making these representations.

For these reasons, I respectfully request that the Penalty Charge Notice be cancelled."
