PCN Code 73 - Enfield Town - Little Park Gardens

PCN for CODE 73 - on a free parking sunday (within 3 hours) - We were there for 2hr:30m - we didn't know we had to get a ticket as it said free parking on sundays. I've been told 73 refers to failure of payment, but how could we fail to pay if it's free, the council aren't losing anything. They have a machine but it's by the exit and not in any direction anyone parking would walk to the high street nearby.

The pictures as evidence are two pics of the car without the notice, two with the notice and a poor picture of the signs.

Love some advice, it's so close to xmas and this is a heafty punch in the bank.

Please post up the PCN, all sides, do not redact anything except name and address. The sign giving a special number and instructions for Sunday 3 hour parking is not prominent enough and should be part of the main sign. Typical council stupidity or meanness, bearing in mind the main sign would need replacing to include this obviously later decision on Sunday parking.
