Parked in a shared bay and returned to find a ticket. Ticket here: https://imgur.com/a/JZi5QOm

I was at a pharmacy appointment (starting at 11am) that overran. The facts are not really in dispute but I was wondering if there were any technical issues with the PCN that I should be aware of before paying? If nothing obvious occurs to anyone here then I will likely just pay up within the 14 days cheaper period. Deadline to pay lower fine is 18 August.

The photos taken by Lambeth are visible on Lambeth's website by entering the PCN No. and the Reg No. I presume the parking warden arrived at 11.25 and then took all the photos at about 11.30 after waiting for the 5 minutes loading time.

The only thing I noted myself was that there is a parking suspension in the bay, on the other side of the bike storage unit. Unfortunately I could not find details about this online and did not think to take a photograph of it at the time to see if it was in force at the time of the PCN.

Thanks for any assistance or advice offered.

In case further explanation is required - I initially thought (assumed) it was a RingGo location, I started putting the location code into the app as I was walking to the appointment, I then realised it wasn't a RingGo location. I had only got about that far when I arrived at my appointment and so then I stopped doing it. I thought the appointment would only be about 5 mins and I could sort it out afterwards. Things did not turn out that way.

Obviously in retrospect I should have just paid via the PayByPhone app (or by calling up) before going into the appointment, but I did not.

Sorry I can't see anything other than asking for discretion, which will almost certainly be refused.

No health issues. Just a routine, pre-scheduled (very slow) appointment.

Do you know how I can find details of the parking suspension? Is the answer only by going back and looking at it (if it is still there) or should details of the suspension be published somewhere else (eg online)? I have seen the Transport Secretary authorisation for parking suspensions applicable in Lambeth via the helpful reference spreadsheet produced by cp8759 (http://bit.ly/2WBp4Aw). No indication that anything needs to be done to formally create a parking suspension other than displaying the authorised sign, but I am not familiar with the underlying regulations.

My thinking is that if a parking suspension was in force, the code 12s for parking in a shared bay would be wrong, it would need to be a code 21. Though I'm not sure if an error of that nature would actually take me any further, hence asking here.

There's no suspension sign on the parking sign next to your car so I can't see this even as clutching at straws.

OK, I thought the one further up might apply to the whole bay, evidently I thought wrong.

Thinking about it again now, that wouldn't make any sense because if you had a bay the whole way down a long road you wouldn't suspend the whole bay with just one notice, you'd just suspend the relevant part of it...

Wait and see if anyone has anything else.

They do make mistakes with signing suspensions but arguing the reverse - that a suspended bay contravention should have been given for an unsuspended sign is novel...

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.
