Thanks for that. Unfortunately, this is such a big mess that I can't make head nor tail of how to proceed. Both parties involved in this are 'non internet' people, they have passed cars, borrowed addresses, and not followed procedure at all. Lovely blokes, however not clued up. But thankyou anyway.

Whosoever is the Registered Keeper, named on the V5 (registration document or logbook), has a choice -
to pay
now the amounts demanded on the Charge Certificates,
or to follow the process which will see the re-issue of the PCNs with the opportunity to challenge the PCNs or pay the original amount.
Failure to either pay or follow process will result in Bailiffs becoming involved, whereupon it becomes very messy and very expensive.
