Hounslow School Street PCN Town Field Way

Posting on behalf of my partner. He bought the car from a friend earlier this year and hasn't updated the V62. Every Wednesday he picks his daughter up from school for his contact time. Wrongly, he assumed it was okay to park in Town Field Way because he saw others doing so. His mate, the registered keeper, moved house in April but recently went back to the old address to check for mail. There was one PCN for the car, offence dated 18/06 for the enhanced amount of £240. No others. However, week later the new tenants forward another £240 PCN dated 25/06. My partner has parked there every week until school finished 18/07 so there is potentially many more on the way. I don't think there's any way to get out of these fines, my partner has basically been an idiot and ignored the signs. He simply doesn't have the money to pay. He's on a Debt Management Scheme, has no assets or savings and is paid National Minimum Wage. His mate is also extremely worried as these charges are all in his name and could already be at bailiff stage. Any advice gratefully received.

If the V5C Registration Certificate for the car was not updated when the car was sold to him, the person who's address is on the V5C has responsibility for payment or appealing of the PCNs. He will have to submit representations that he isn't the owner and give date of sale and name and address of purchaser.

Be in no doubt, both parties are in a big mess of what seems to be their own making.

Perhaps I am asking on the wrong forum but the charges cannot be disputed so details about them (if we even knew how many there are!) are somewhat irrelevant. I suppose I am after advice on how to get the charges reverted to the original £80 and/or will Hounslow offer any kind of payment plan. I absolutely know he's in a massive hole with this, unfortunately.

Your first link shows only a blank screen, but the second one is OK, and clearly a page of a Charge Certificate. This enforcement document is the 2nd stage of enforcement, of a postal PCN, and adds 50% onto the PCN penalty. If unpaid, the council can register the debt at the Traffic Enforcement Centre in Northampton, (TEC) (a form of county court, but with no courtrooms or judges). This adds £10 onto the debt, being the TEC registration fee. The council then send out an Order for Recovery.

So it is all about what stage you are at in the process, hence the need to see documents. It  would also help if you post a list of all the PCNs with their date.

Please post up the front page of this CC, as well as all sides of the one dated 25/6 when you can access it. Only redact name & Address from docs - leave all else in.

The process in resetting penalties to the earlier stages varies slightly depending on which legislation the CC was issued under (the relevant act is printed across the top of the front page of the CC).

As you can see, the signs are carefully angled to make sure they are visible to an approach from either direction.
In addition, there is an advance warning for a left turn approach: -

So I cannot fault their signage. Is your partner not aware of the importance of these signs ?
Of course, as your PCN has passed the period for submitting representations this is maybe of academic interest, unless you can get the process reverted to the PCN stage.

Looks like the Hounslow portal is faulty as the other one also shows no associated PCNs.

His only defence is he saw other parents parking there and just assumed it was okay. He hadn't had a car for a few years so was unaware of these new school roads. Reading signs is clearly not his forte! Reverting to the original charge seems to be his only hope right now.

The dates governing the two charge certificates are
4th.Aug for 18th June PCN and
8th Aug for 25th June PCN

is predicated on the RK nor receiving the original PCN:  but it needs filling in the appropriate form for each PCN separately and very carefully, so wait for the experts here to advise further before doing anything.
