There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.

I think @Hippocrates may be under the initial and erroneous impression, as I was, that you had an original PCN, and that is what he was hoping to see.
He'll be along to correct me if I'm wrong. :)

Please does anyone have any further ideas/advice about how to proceed? He sent a message on the portal explaining that he was the driver and asking someone to contact him but has had no reply. Thanks

Was there anything there needs clarification?

Until the process has reset each PCN to its reissue, it is not possible to make reps to the Council.

With Council PCNs, unlike private PCNs, the Registered Keeper, not the driver, is responsible for dealing with them.

Thanks for that. Unfortunately, this is such a big mess that I can't make head nor tail of how to proceed. Both parties involved in this are 'non internet' people, they have passed cars, borrowed addresses, and not followed procedure at all. Lovely blokes, however not clued up. But thankyou anyway.

'They'? At the moment we are talking one vehicle, are we not? Only one person has a name on the V5?

Whosoever is the Registered Keeper, named on the V5 (registration document or logbook), has a choice -
to pay now the amounts demanded on the Charge Certificates,
 or
to follow the process which will see the re-issue of the PCNs with the opportunity to challenge the PCNs or pay the original amount.
Failure to either pay or follow process will result in Bailiffs becoming involved, whereupon it becomes very messy and very expensive.
