Hi everyone,

Looking to get help with PCN received; I entered a street which prohibits vehicles at school times.

PCN issued by Lambeth at Rosendale Road, 53j contravention - Failing to comply with a restriction on vehicles entering a pedestrian zone.

Copy PCN attached.

Below grounds I could think of to make a representation, please, let me know your thoughts:

- In the PCN I noticed it doesn't even state what the restricted hours are and there aren't any previous signs to alert that this restricted area is coming up (except the only one right at the entrance of this area), could these or anything else be decent grounds for appeal?

- Difficult to obey the prohibition safely: Right before entering, there is another road to the left that creates traffic jam and, therefore, reduces visibility; as I was concentrating on what was going on with other vehicles accessing that road, blocking the road I was on, I missed the only sign, could this be a point?

- Unfortunately, I have missed the reduction period as was back and forth staying at a friend's; payment page states (screenshot attached): The amount outstanding on the Charge Notice will increase to £240.00 on Fri, 13 Jun 2025. Please pay £160.00 now. As notice was served on 8th May, the 28 days notice does not align? (I do not know how long they gave for reduce amount as I have now missed that)

- Make a plea for discretion and I was in just 3 minutes before restriction was up.

@Hippocrates Could I please have some guidance/help with this PCN otherwise payment will have to go through today or tomorrow latest as it will be going up? Do I have a case with any/all points stated on initial message?

Well, you've done quite well because they have re-offered the discount, but very craftfully, haven't actually cancelled the CC. However, if you don't take this discount option up, they will continue with the enforcement process and eventually register the debt at TEC. You have then an option to submit a Statutory Declaration, but unfortunately, none of the circumstances on the SD match yours.
