I have had a reply from havering. One threatening to add £80 on for the audacity of appealing and one demanding the new fee.

My God, aren't Havering absolutely useless !
Both documents, (EN & CC) with the same date !

Somebody in this council should be sacked forthwith. I'm not sure what Hippocrates thinks, but I suppose this is all ammunition for you in  your appeal to London Tribunals.

It would be nice if the OP could actually have separate threads for what must be two separate PCNs !

OMG and I’m so sorry I didn’t mean to add the yellow box one on here as I thought I paid that fine so it was added in error… omg I have another fine to pay now. Accept my apologies I didn’t realise as I thought it was paid :(

Of course you don't pay it ! Instead you register an appeal with London Tribunals. The penalty remains the same and there are no additional costs. Make this venal and rapacious council to some real work for a change.

A -  The alleged Contravention did not occur
B I was not the owner of the vehicle at the time of contravention
-  I had sold the vehicle before that date
-  I had bought the vehicle after that date
-  I have never owned that vehicle
C -  The vehicle was taken without my consent
D -  We are a hire firm and have supplied details
E -  The Penalty Charge exceeds the relevant amount
F -  There has been a procedural impropriety by the Enforcement Authority
G -  The traffic order contravened is invalid
H -  The Notice should not have been served because the Penalty Charge had already been paid
I -  Other

The parts in red are wrong.

I make these formal representations against the EN and PCN.

There is no proof of any alleged contravention as the video does not show any upright signage allegedly passed.  Therefore, please cancel both documents.
