Harrow Council - wrong license plate entered in PayByPhone

I parked in a Harrow parking lot next to a sports center today and in a rush, I checked out as a guest in the PayByPhone app and entered 1 wrong character

EX59VXP instead of EX59VZP.

I came back and I had a ticket. Thankfully I have a receipt showing it, but of course the wrong plate. Hoping to appeal, but not sure the best way to ask for this.

First step is asking for discretion owing to an honest mistake but there are other factors here that I think should win this.

Is there a ticket machine as the contravention is nothing to do with pay by phone but not displaying a valid pay and display ticket.

The first three hours are free and the validation by whatever method is to establish something that has no payment.

The location - Leisure Centre Car Park - is a nonsense as there are 100s of leisure centres.

I think there are some helpful tribunal cases here - one possible below.

Reasons   Mr Bharat Vadera has attended the hearing today as the authorised representative of Axita Vadera and as the driver of the vehicle at the time of the alleged contravention.
This PCN was issued for the alleged contravention of being parked in a car park without clearly displaying a valid pay and display ticket or voucher or parking clock.
It is not in dispute that the car was parked in a car park where there was 3 hours of free parking with a signed requirement to display a Free Ticket or activate a free parking session. Mr Vadera has explained that he mistakenly forgot to press the final Parking tab to activate his parking session.
The signed instructions warn motorists that they will be liable to receive a PCN if a vehicle is found displaying a Free Ticket after the 3 hour free parking period has expired. The instructions do not warn the motorist that they will be liable to receive a PCN for failing to display a Free Ticket or for failing to activate the free parking session and I allow the appeal for that reason. It is also questionable whether there was a requirement to display a pay and display ticket. As the Council says, there was no payment due and the signed requirement was to display a Free Ticket.

I am writing to appeal Penalty Charge Notice (PCN) number XXX, issued on March 28, 2024, at the Leisure Centre Car Park. The PCN was issued due to an alleged failure to display a valid pay and display ticket or voucher or parking clock.

Sorry - forgot about this.

It can be tweaked as there was no payment needed for the first free 3 hours. You don't need to attach the PCN.

If they reject we may be able to make something of the adjudicated decision but it is a bit confusing. If you are going back there you could take a close up of the terms board and also see if there any ticket machines.

I do also note that the contravention on the PCN is for not displaying a ticket, but I'm not sure how I could comply with this by using PayByPhone as instructed by your signage.

I will submit this later today. FYI, there are ticket machines there, but I used the paybyphone app as I was there with my brother and he suggested using it + . He didn't get a ticket but I did (not sure if he was just lucky)
