Dear Sir,
I have received a PCN notice today.
I had a pre assessment  hospital appointment on 17/06/2025 at Central Middx hospital Park Royal. On way back my husband who was driving took this route and not aware of timing turned into this road . We hardly come this way and this was a 1st time in more than 15 years . my husband is 84 yrs and I am 75yrs and was in pain so did not realise this new regulations as we do not use this roads. Please can you help as I just received the notice today. Kindly please guide us . I am not tech savvy so can not upload any pics or forms.

Please read this and update your post as necessary. Do not redact anything from the PCN except name and address. A GSV link, (Google Street View),  to the location would also be useful.

Their video shows you moving quite briskly round the back of a reversing car, not slowing down at all; its as if the signs aren't there as far as you are concerned. Was your husband not aware of the meaning of the "FLying Motorbike" signs that he passed ?  They mean "No Entry for road vehicles" The signs sometimes have the applicable hours and days of the week for the restriction, and sometimes a sign below with other exceptions like permit holders etc.

Looking at GSV (latest date Dec 2020) on Mount Stewart Avenue going west shows this advance warning sign : -

Then, as one approaches the restriction, the sign, which has exemptions for BB holders, Commercial deliveries and permit holders.  Bear in mind this is 2020. There are no later GSV views, so we don't know if the sign has changed since then.

Are you or your husband a BB holder, because this is one of the exemptions on the sign ? However, the current sign is slightly different on ther photos, but it is unzoomable, but I don't think BB holders are exempt anymore, but I may be wrong. Only you can tell us what the sign says now, as GSV is 5 years out-of-date.

It may be well worth submitting reps anyway, but best if you can claim an exemption which guarantees cancellation.

Dear Sir.
Thanks for your reply.
As explained in my 1st mail we were returning from hospital and I was in need to go to bathroom and it was very hot so my husband took the wrong turning and we lost the direction. We just tried to stay in the area and because of stress we did not see the sign. We not familiar in this area. £80 is a lot for pensioner but as there is no other solution we will ask if we can pay in installments. I do not have exemptions.
