Haringey, Code 16 Parked in CPZ without valid permit

Hi,
I have two tickets given on different days for parking on the same road. https://maps.app.goo.gl/r798vUiv2RdfqAVA6
It is a CPZ and I had parked there and had an outdated paper ticket on my dashboard.
My question is if because I had an outdated ticket, code 16 (without valid permit or clearly displaying vaild physical permit) doesn't apply and it should be code 19 (invalid permit or after expiry) in which case the ticket is invalid, or at least the amount should be less since the fine for code 19 is less because it is considered less serious as per here https://www.haringey.gov.uk/parking/pcns-parking-traffic/charges-parking-traffic-pcns

You've posted two NTOs. What happened after you saw the PCNs on the windscreen?

I intended to post here for advice (actually started to draft) but didn't get round to it and missed the first deadline.
I live nearby but make sure to have my car away by 8 when the restriction comes in. The attendant recognised my car, so knew it would be a good target after he had issued one the day before.

Both NTOs are dated 13 June so you need to put in reps quickly or pay as otherwise they'll just slap another £80 on each.

What's the story - why did you leave the car in contravention and what permit did you have as something seems to be on display.

Agree I have to be quick here.
There is a paper permit (the scratchcard ones) from a different day, so practically expired.
This is usually where I park at night and I try to move away my car in the morning at 8 but it can happen that I am delayed.

What day was the scratchcard for. But a voucher valid for a day or part of a day is not really qualifying for a code 19 in my view - it's not like an expired resident's permit and only qualifying for a code 19 on the day of expiry. But I could be wrong.

Your best bet is to try though and dope they offer the discounted penalties on rejection.

Or just say it was an oversight and could you please settle both at discount.

The day on the scratchcard wasn't near to the date of the alleged contravention.
I have already had in the past received a PCN with code 19 due to having an expired paper permit on the dashboard.
It would be interesting if it is challengeable, as code 16 does require the permit to be 'valid'.
Do I have anything to lose if they reject my representation or will it stay at the £160?

One PCN was dated the 12th so had to send a rep tonight for the first NTO.
Following is what I sent:

The penalty charge for code 19 is also lower. am the primary carer for my child who requires special care, and sometimes in the morning I must prioritise his needs, which can cause me to lose track of time. I usually move the vehicle before the 8:00 AM restriction but unfortunately was unable to do so on these days.
It took time until I got it, but I now have the care at home permit ZNX******* to park.
I am under stress and missed the first deadline for the representations and the discount.
In light of the above I would ask if you could cancel both PCNs, or at least we could settle on code 19 and the discount period amount?

Today is the end of the 28 days for the second NTO dated the 13 June.
Could anyone advise or give feedback on my representation in my previous post, or I could just copy and paste the same text.

They can't reissue the PCN as a different contravention.

I would leave out the second bit and just say:

In light of the above I would kindly ask if you could cancel both PCNs.

They almost certainly won't but may well offer the discounts.
