Agreed, but I would make reference to the fact that the BB holder's home authority, Islington, does allow parking in these circumstances but with, as here, the plain Resident Permit Holder signs displayed(see attached page from Islington council website). The driver was therefore confused because they were used to this sign conveying permission for BB holders to park. They are now wiser and won't make the same mistake again.
