Their
sole evidence is a recording from CCTV.
You can phone TfL and request the video evidence. This will be sent to you through the post as a DVD. Yes, TfL are living in the Dark Ages, but they don't seem bothered about it, even though they recently lost a case at London Tribunals because the appellant had no means of viewing the DVD. They will have to change eventually, because when London Tribunals update their equipment, I doubt it will include DVD readers.
Once TfL tell you they are sending out a DVD, they put the PCN on hold for about 2 weeks. YOu must check towards the end of that period if it hasn't arrived, because TfL just automatically restart the process of enforcement.
