Hi,

I have received a PCN for code 30f Parked for longer than permitted (free parking bay).


There are two separate sections of free parking on each side of the road.


On the left side is free parking between 0930-1100 for 30 minutes, no return within 1hr.
On the right side is free parking between 0930-1100 for 1 hour, no return within 30 minutes.

I was parked on the left side from 0830 - 1000.
Then, moving to the right side at 1000.



The CEO issued the PCN at 1056.
I asked him why he had issued the PCN and he stated that the no return rule applies to both sides of the road.

Do I have any ground for appeal?

I'd say the CEO is talking nonsense. The parking rights for each bay stand alone.

You parked for one hour and a half in a 30 minute limit bay, then moved to the other side and got a PCN for overstaying. Hm. Seems to me you like chancing your arm.

Stamfordman is, however, correct, each side is a separate restriction.

The bay wasn't operational until an hour had passed in this case.

The traffic sign where the PCN was issued stated: 'P', Mon-Fri, times and No return.

Traffic signs for 'Parking places not subject to payment conditions' may include these variants:

1. A time period may be included

2. A permitted parking expression may be included

3. A type or types of user may be included and, where the user is a type of permit holder, a permit identifier may be included

4. A legend provided for at 3 above may be varied by the addition of “only” or “only at all times”

5. The name of the traffic authority may be included

6. A parking place identifier or a zone identifier may be included

There might well be a provision in an order which covers the 'zone', but it isn't conveyed by the signs.

I have drafted this appeal, please let me know if you think I need to change anything.

I am writing to formally challenge the issuance of Penalty Charge Notice issued on 25/06/2025 for an alleged contravention of code 30f: “Parked for longer than permitted (free parking bay)”.

On the day in question, I parked my vehicle in a free parking bay on Sparrows Lane from approximately 08:30 to 10:00, adhering to the posted time restrictions. At 10:00, I moved my vehicle to a different parking bay across the road, which had a separate time restriction allowing one hour of free parking. I then left the vehicle parked there until 11:00, during which the PCN was issued.

I would like to contest this PCN on the following grounds:

No Return Rule Ambiguity: The signage did not clearly indicate that the “no return” rule applied across both sides of the road or to different bays. The bays in question are physically separate and have distinct time limits, which reasonably suggests they are treated independently.

Reasonable Interpretation of Signage: As a diligent driver, I ensured compliance with the time limits posted at each bay. There was no indication that moving to a different bay across the road would constitute a continuation of the original parking period.

Lack of Clarity and Fair Notice: If the enforcement authority considers both bays to be part of the same controlled area for the purposes of the “no return” rule, this should be clearly stated on the signage. In the absence of such clarity, it is unfair to penalize drivers who act in good faith.

In light of the above, I respectfully request that this PCN be cancelled. I have acted in accordance with the information available to me at the time and believe this penalty to be unjustified.
