I have received a PCN from Havering Council alleging a, "failing to comply with a prohibition on certain types of vehicle." However, there is no visible signage within the video/evidence to show any contravention.

Annoyingly, I have come back from my holiday didn't have long to pay the fine before it was doubled, hence I already paid it today. I would still like to appeal it if possible. Any support/guidance would be appreciated.

Paying closes the case so its now pointless doing any investigations.

Without a NOR it is not possible to lodge an appeal.

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.
