Got a PCN but wrong road name on PCN

Hi all,

I got a PCN and for parking just outside of the bay as the car in front of me was not parked more forward leave a lot of space in front of them, I was in a hurry to take my nephew to AnE, I made informal representation but was rejected, while I was talking to someone they told me that road was not the road I was parked on so I then saw the name of the road on the ticket and it is the wrong road. I parked on Cavell St and the ticket says Maples place.
How can I challenge this please.
I now got a notice to owner.

No hope on the contravention but wrong location is usually fatal for them. I can see you were here on Cavell Street:

How about something like this

I am making formal representations against the Notice to Owner because the PCN contains an error. The PCN states that I was at Maples Place. However, my vehicle was parked on Cavell Street, which is a different location.
Because the PCN does not correctly say the location of the where I was parked.
As a result, the PCN is invalid, the contravention did not occur, and the PCN and the Notice to Owner must be cancelled.

Therefore because the PCN does not give the correct location, which is a legally mandated requirement, it is invalid, and must be cancelled.

Location isn't one of the mandatory fields on a parking PCN but in practice is needed to fully describe the contravention.

I've looked at the rejection and they've left the door open to evidence of emergency - can you say more as this could be another ground to add if you can stand it up.

Yes, you're right, but where an alleged contravention occurred is surely essential content within the grounds on which the CeO believes a contravention has occurred.

The statutory guidance for parking contraventions now recommends location and other things so that is as close as it gets without new legislation. But it's what the tribunal finds that's key for us and they tend to find for appellants on wrong location.
Surprisingly the PCN number isn't mandatory.

The information that a penalty charge notice must [footnote 15] contain is set out in the regulations. It is recommended that it also gives:

detailed location of the vehicle (full street name)
the contravention code
observation start and finish times
penalty charge notice number (all should be uniquely identifiable)
CEO identification number

The line that adjudicators seem to take is that you only have to prepare a defence against the specific thing the Council have accused you of. In your case that's being parked illegally in Maples Place at a specific time. You have photographic evidence that proves that your car was elsewhere at the time. If the Council wants to accuse you of something else (for example parking illegally in Cavell St. at that time) they need to follow the correct legal process for doing so, to give you time to prepare a defence against that accusation (which they now can't as they have missed the deadline - among other reasons)

i know this place well. parking is really bad around here, had to drop in many times when wife in maternity ward. had to drive around and around loads to find parking. sometimes it was better to park 10-15 mins walk away.

PCOs are idiots. I saw a small car parked on a busy road to the hospital. very close to the junction. Ambulance had to overtake the small car at a junction to get past and got blocked in because car came in from the right.

I was walking past and I noticed PCOs giving ticket to some car, I approached them and asked "can you look at this smart car around the corner, it's blocking ambulanes", they were on it, and one PCO told the other PCO to deal with. lo and behold the smart car was the PCOs!! The PCO go in and drove it off. I should have recorded this and posted it online.

Doesnt surprise me they're idiots who block ambulances who also put the wrong street name down on the ticket.

How can I get something from AnE when they don’t give anything they just send you home after that’s what happened when I was in, so I don’t think they gave them anything,

Re A&E evidence -  A&E normally send a report on the patient's visit to A&E to the patient's GP. Your nephew, or nephew's guardian, would have to obtain this for you.

Whether or not you can get this in time, do not miss deadline for submission.

Absent a medical letter, you could get a signed statement from yr nephew or his guardian,
