Hi,

I received a Penalty Charge Notice (PCN) by post from Cardiff Council, dated 14/01/2025, stating that I allegedly entered a bus lane on 14/12/2024. From my understanding, under the Welsh Traffic Management Act 2004, a PCN must be issued within 28 days of the alleged contravention. The Act specifies 28 days, not 28 working days, meaning the deadline should have been 11/01/2025. Since the PCN was issued after this period, I believe it was sent outside the legally required timeframe.

I submitted a first-stage appeal on this basis, but it was rejected. Cardiff Council stated that they believe the PCN was issued in accordance with the law. I would like to challenge this further but want to confirm whether my interpretation of the legal timeframe is correct before proceeding.

Can anyone provide some guidance on this before I proceed?
