Driver was with disabled passenger and parked on double yellow lines but blue badge wasn't displayed on dashboard.
Either having failed to do so or it's fallen to the floor.
Extenuating circumstances explained below.
Location was outside driver's sister's address, there are double yellows but driver usually parks there when taking their disabled father to visit his daughter with his blue badge.
Sadly, shortly before the alleged contravention, the driver's father died in unexpected circumstances (cause of death has still not been given) and a couple of days after that, the driver's uncle also died.
On the day of the alleged contravention, the driver was taking another uncle (his deceased father's brother) to visit his sister. This uncle has a valid blue badge.
Driver was having some difficulty communicating with the uncle (who is deaf with speech difficulties) and, coupled with the recent bereavements, failed to double check that the badge was displayed. The blue badge holder is adamant it was on the dashboard, but is either mistaken or it's fallen to the floor.
The driver has been preoccupied with funeral arrangements and clearing out his father's rented house, and as he passed without any savings the burden of all arrangements have fallen to the driver, so the penalty charge couldn't have come at a worse time.
The vehicle details on the PCN are correct.
Just to add, it's the driver's employer's vehicle so registered to the company. Don't think a NtK has been received yet.
The intention is to appeal with the mitigating circumstances above, along with a copy of the blue badge.
Proof of his father and uncle's deaths are available (to show its genuine circumstances and not a fabricated sob story)
Is there any additional advice before proceeding with this appeal?
