Have a ground 23 (Parked in a parking place or area not designated for that class of vehicle) PCN, where the evidence images on the council website show the car with the yellow ticket already on the windshield. Is this a ground that could be used to dispute the ticket? Everything else about the PCN looks fine. Many thanks!

 Only if the timestamp of the photo is before the pcn issue time.  It’s more likely the evidence is to show the pcn was actually served.

The photo timestamp is 1 minute after the PCN issue... sounds like that's how its meant to be?

Bay is for goods vehicle loading only, and with no times or days, applies 24x7. So why did you parkethere ? Did you just chance your arm a CEO wouldn't turn up, or is there something more serious we could maybe use.

The code is 232, where the last 2 means goods loading bay, so the PCN does go some way to describing the contravention. Without the suffix there have been cases won as the wording doesn't say what exactly you did wrong.
