Enforcement notice from Bristow & Sutor [England]

Posting on behalf of my partner.

Yesterday (11/11/2025) he received a text from Bristow & Sutor regarding an unpaid TFL Silvertown Tunnel Crossing PCN fine of £355. The original contravention was on 28/05/2025.

TFL transferred the debt to court on 27/10/2025 and Bristow & Sutor have had the case since 29/10/2025.

He called the pre-enforcement agent who gave him until this Friday  to pay, but he doesn’t get paid until 24/11/2025. He can’t afford the full amount right now and doesn’t have anyone who can lend him the full sum.

He asked about a payment plan, but he was told that the window for that has already passed.

The text he received said:

“Enforcement agents are visiting you & an ANPR marker has been applied to your [vehicle make]. You must make a payment of £355 to stop further action and fees of £235+.”

Is there any realistic way to negotiate with Bristow & Sutor at this stage, before it moves to full enforcement action?

Any advice on what options he has (if any) would be much appreciated.

Who is the registered keeper of the vehicle and has possession of the V5C logbook. If you have it go check the name and address on it now as you are missing at least three letters.

A text is not an enforcement notice though so they are trying it on.

Looks like your V5C address wasn't up-to-date when they asked DVLA for it by quoting the reg number.

They should, (must) send you a letter, an email is not a legal document in the regulatory process.
